Heather Hornibrook, LMFT LPCC, services as the Deputy Director over Administrative Services. Heather has over 20 years working in the behavioral health field, and began her career with KernBHRS as a Behavioral Health Therapist on the Foster Care Team in March 2005. She has also supervised the Foster Care and JPPS teams. 

Prior to her appointment as deputy director, Heather held the position of administrator over the Kern Linkage Division, the Adult System of Care, and later the Clinical Plan Services Division. 

Heather has been instrumental in implementing many key projects for the department including the System of Care Redesign, which began the process to standardize care practices across outpatient treatment teams.
